OTBC, the Oregon Technology Business Center, is a non-profit incubator that helps entrepreneurs identify and attain their goals at whatever stage they are at; whether it’s validating a market, developing a strategy, developing and executing on a funding plan, or dealing with the challenges of managing and growing a start-up. To do that, OTBC provides mentoring, flexible office space, workshops, networking, and more.

In 2021 Julie worked with the Seattle-based E8 Angels group. She helped to connect investors with E8 members along with coordinating pitch events for entrepreneurs solely in the Climate Tech sector. Julie has lived in Beaverton for over 20 years and is a graduate of the University of Oregon.
She is passionate about helping connect entrepreneurs and startup companies to a diverse mix of business experts and investors who advise, mentor, and help a company grow. He is a veteran of three investor-funded start-ups and two business-unit startups inside larger companies. He has more than 25 years of management experience in the software, service, and semiconductor test industries at companies such as Hewlett Packard, Integrated Measurement Systems, Cadence Design Systems, Mentor Graphics, Credence Corporation, and Teseda Corporation. With hands-on startup CEO/founder experience, he has a broad understanding of startup issues, and an excellent ability to explain even complex startup topics in a clear, easy-to-understand way. At OTBC, he has helped hundreds of entrepreneurs start and grow companies, and has developed a large inventory of startup workshops and practical startup tools. He holds a B.A. in mathematics from Reed College and a Masters of Science degree from Carnegie-Mellon University Graduate School of Industrial Administration (now The Tepper School of Business).

Dinah Adkins is President Emerita of the National Business Incubation Association and currently speaks, consults, and writes on topics related to business incubation and entrepreneurship support. She retired In August 2009 after serving 21 years as President and CEO of NBIA, where she led all activities of the 2,000-member organization of incubator managers and developers, heading a staff of 14. Under Adkins’ direction, the Association developed products and services including publications, training, research, and consulting activities for both members – representing 67 nations–and customers. With Adkins in the lead, NBIA managed consulting and training efforts for Japanese, Bulgarian, Chinese, Kuwaiti, Saudi, Malaysian, and American contractors.

He has been active in IP professional organizations, with a particular interest in international IP matters, and is a current member of the AIPLA Fellows and of the board of the Oregon Technology Business Center. His primary technical expertise is in software and systems–particularly relational databases–and he has prepared, prosecuted, and analyzed many patents in those technologies. He graduated from MIT in 1979 in civil engineering and from the University of Washington School of Law in 1985 and is admitted to practice law in Oregon, Washington, California, New York, and Minnesota, and before the USPTO. Pryor works from the IBM Hillsboro campus in Oregon.
OTBC has changed its name to Oregon Startup Center (OSC). All the same resources and programs, but a name that more accurately reflects what we do and who we support.
